How to read this table
The Fair Market Rent is HUD's estimate of the 40th percentile gross rent (rent plus utilities) for recent movers in standard units (HUD). The FMR is not the rent limit for one unit. The housing authority sets a payment standard from the FMR, and that limits the voucher subsidy.
- Payment standard. Without HUD approval, a PHA can set it at 90% to 110% of the FMR (24 CFR 982.503).
- Small Area FMRs. In some metro areas, HUD requires PHAs to use FMRs by ZIP code. Check your housing authority.
- Reevaluations. Where a PHA asked HUD to reevaluate its FMRs, the FY2026 FMRs can stay in effect for some time.

Questions
What is the Section 8 rent limit for 2027?
There is no single national limit. HUD publishes a Fair Market Rent (FMR) for each metro area and unit size, and each housing authority sets its payment standard from it. Without HUD approval, the payment standard can be 90% to 110% of the FMR (24 CFR 982.503).
When do the FY2027 Fair Market Rents start?
The FY2027 FMRs are in effect from October 1, 2026. HUD published them in the Federal Register on September 1, 2026 (91 FR 56156, Docket FR-6553-N-03).
Which metro has the highest Fair Market Rent in 2027?
Of the 50 largest metro FMR areas, San Francisco has the highest FY2027 2-bedroom FMR: $3,697 a month (HUD).
How did you pick the 50 metros?
We ranked HUD metro FMR areas by population, using the pop2024 column in HUD's FY2027 county-level file. HUD splits some large metros, such as New York and Los Angeles, into more than one FMR area.
